You would have to talk to a lawyer to be sure but I think you can't. Only convictions are allowed to be used and sent out to employers requesting background checks. But for some reason government agency's seem to be able to pull up those records. And the news papers seem to be able to know how many times a person has been arrested for something all the time like DUI's. And those are the number of arrests, not convictions.
