Its completely normal for puppies to want to bite and chew. You should tell him no in a firm voice and immediately give him something else to bite on like a chew toy or a rawhide bone. I noticed one of your answers about the scratching advised giving a flee bath. They could be right but you also have to be carefull not to bathe a dog to often as it can dry out there skin. If the scratching remains a problem and there is no sign of flees you should take your dog to the vet to make sure there isn't a skin issue.
