How can I speak English very fluently?

I'm a non-native English speaker from China.I have no big problems with my English writing and reading comprehension.But I find it hard to talk in English very fluently, sometimes I have to spend seconds thinking over what I'm going to say, I mean I cant react to respond immediately. So, how can I get my spoken English improved without native English speaker around me?
